Mark Stern's Prandial, in the works for a while now, is at last ready to debut its "Progressive American" menu in Chelsea. What does this mean? Chef Pierre Rougey takes a classic French approach to American ingredients, resulting in fare like a grilled Romaine Caesar salad, pan-crisped smoked skate with a fried egg "pancake," and lamb with fig puree and corn pudding.
